The meeting of the Special Common Council of the City of Onalaska was called to order at 6:02 p.m. on Tuesday, November 28, 2006.  It was noted that the meeting had been announced and a notice posted at City Hall.

 

Roll call was taken, with the following members present:  Mayor Jim Bialecki, Ald. Mike Giese, Ald. Jim Olson, Ald. Diane Oldani Wulf, Ald. Clarence Stellner, Ald. Kim Smith.  Ald. Gonczy was absent and excused.  Also present were:  Human Resources Specialist Elsa Kulig, Police Chief Randy Williams and City Attorneys Sean O’Flaherty and Dawn Harris.

 

Consideration and possible action on the following items:

 

Item 2 - Closed Session:

To consider a motion to convene in closed session under Section 19.85 (1) (g) of the Wisconsin Statutes for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved (consideration of mediators, mediation topics and City’s mediation strategy regarding open Police Department personnel issues).  If any action is required in Open Session, as the result of the Closed Session, the Committee will convene in Open Session to take the necessary action and/or continue on with the printed agenda.

 

Motion by Ald. Olson, second by Ald. Stellner, to convene in closed session as stated on the agenda.  On roll call vote Ald. Wulf – aye, Ald. Giese – aye, Ald. Olson – aye, Ald. Stellner – aye and Ald. Smith – aye.  On roll call vote, motion carried.

 

Motion by Ald. Stellner, second by Ald. Wulf at 8:15 p.m. to reconvene in Open Session.  On roll call vote: Ald. Wulf – aye, Ald. Giese – aye, Ald. Olson – aye, Ald. Stellner – aye and Ald. Smith – aye.  On roll call vote, motion carried.

 

Motion by Ald. Smith, second by  Ald. Giese whereas the City of Onalaska agrees to authorize William Houlihan to act as mediator with respect to all outstanding issues within the City Council’s Jurisdiction that currently exist between Police Department and the WPPA (Wisconsin Professional Police Association).

 

On voice vote, motion carried.

 

Motion by Ald. Stellner, second by Ald. Olson to adjourn at 8:16 p.m.
