The Meeting of the Special Common Council was called to order at 7:00 p.m. Thursday,
May 18, 2006. It was noted that the meeting had been announced and a notice posted at City Hall.

Roll call was taken, with the following members present: Mayor Jim Bialecki, Ald. Mike Giese, Ald. Diane Oldani Wulf, Ald. Jim Olson, Ald. Kim Smith, Ald. Clarence Stellner and Ald. Gary Gonczy. Also present were City Attorney Dawn Harris, City Clerk Cari Burmaster, Human Resource Specialist Elsa Ness and Police and Fire Commission Chair Mary Anderson.

Item 2 – Closed Session:

To consider a motion to convene in Closed Session under Section 19.85(1)(b) of the Wisconsin Statutes for the purpose dismissal, demotion or potential discipline of employee(s) (Union employee, Wisconsin Professional Police Association – WPPA and non-union, City of Onalaska Police Department) and under Section 19.85 (1) (d) of the Wisconsin Statutes for the purpose of considering disciplinary data of specific person(s) which if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations, and under Section 19.85(1)(c) for the purpose of compensation/negotiations/employment of any public employee over which the governmental body has jurisdiction or exercises responsibility (Onalaska City Employees Local 150 – Service Employees International Union) and under Section 19.85 (1) (g) of the Wisconsin Statutes for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. If any action is required in Open Session, as the result of the Closed Session, the Committee will convene in Open Session to take the necessary action and/or continue on with the printed agenda.

Motion by Ald. Gonczy, second by Ald. Smith, to convene in Closed Session as is stated in the agenda. On roll call vote: Ald. Gonczy – aye; Ald. Olson – aye; Ald. Smith – aye; Ald. Stellner – aye; Ald. Wulf – aye; Ald. Giese – aye. Motion carried to convene in Closed Session.

Motion by Ald. Stellner, second by Ald. Wulf to adjourn from closed session at 8:06 p.m. On roll call vote: Ald. Stellner – aye; Ald. Olson – aye; Ald. Giese – aye; Ald. Wulf – aye; Ald. Gonczy – aye and Ald. Smith – aye. Motion carried.
