The Meeting of the “Special” Common Council was called to order at 7:30 a.m. on Monday, November 19, 2007.  It was noted that the meeting had been announced and a notice posted at City Hall.

 

Roll call was taken, with the following members present:  Mayor Jim Bialecki, Ald. Tim Miller, Ald. Robert Muth, Ald. Jim Olson, Ald. Kim Smith and Ald. Clarence Stellner.

 

Also Present:  City Clerk Cari Burmaster and Finance Director Fred Buehler.

 

Item 2 – Ordinance No. 1321-2007 – to adopt the appropriation budget for 2008 (Suspend Rules to give the ordinance its First, Second, Third and Final Readings).

 

ORDINANCE 1321-2007

 

 

AN ORDINANCE TO CREATE SEC. 3-1-3 (f) AND (g) AND (h)

OF THE CODE OF ORDINANCES RELATING TO

APPROPRIATION OF THE NECESSARY FUNDS FOR THE

OPERATION OF THE CITY FOR THE YEAR OF 2008.

 

The Common Council of the City of Onalaska Does Hereby Ordain As Follows:

 

SECTION I.    Section 3-1-3 (f), (g), and (h) of the Code of Ordinances are hereby created to read as follows:

 

(f)             There is hereby appropriated out of the receipts of the City of Onalaska for the year 2008, including monies received from the general property tax levy, the amounts set forth in the budget as adopted by the Common Council on

November 12, 2007.

           

(g)            The following amounts are hereby levied on all the taxable property within the City of Onalaska for the purpose set forth in said budget:

 

(1)       A tax of $4,233,349 (Four Million, Two Hundred Thirty-Three Thousand, Three Hundred Forty-Nine dollars), On all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 General Fund Budget.

 

(2)            A tax of $881,573 (Eight Hundred Eighty-One Thousand, Five Hundred Seventy-Three dollars), on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Refuse and Recycling Fund Budget.

 

(3)            A tax of $129,179 (One Hundred Twenty-Nine Thousand, One Hundred Seventy-Nine dollars), on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Shared Ride Taxi Fund Budget.

 

(4)            A tax of $159,887 (One Hundred Fifty-Nine Thousand, Eight Hundred Eighty-Seven dollars), on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Equipment (New/Replacement) Budget.

 

(5)            A tax of $37,909 (Thirty-Seven Thousand, Nine Hundred Nine dollars),  on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Joint Municipal Court Budget.

 

(6)            A tax of $2,896,783 (Two Million, Eight Hundred Ninety Six Thousand, Seven Hundred Eighty-Three dollars), on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Debt Service Fund Budget.

 

(7)            A tax of  $227,507 (Two Hundred Twenty-Seven Thousand, Five Hundred Seven dollars),  on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Community Development Authority (C.D.A.) Fund Budget –  Parking Ramp Incremental Levy.

 

(8)            A tax of $280,193 (Two Hundred Eighty Thousand, One Hundred Ninety-Three dollars),  on all the taxable property within the City of Onalaska as returned by the assessor in the year 2007 for the uses and purposes set forth in the 2008 Community Development Authority (C.D.A.) Fund Budget – Omni Center.

 

(h)            The City Clerk is hereby authorized and directed to spread the aforesaid levies

on  the current tax roll of the City.

 

SECTION II.               This Ordinance shall take effect and be in force from and after its

 

passage and publication.

*EXPLANATORY NOTE:    At this time, the City does not know the final levies of La Crosse County, Western Wisconsin Technical College, and the Onalaska School District, therefore, an exact levy cannot be determined.

 

Motion by Ald. Olson, second by Ald. Miller to suspend the rules to give Ordinance No. 1321-2007 all of its readings.  On voice vote, motion carried.

 

Motion by Ald. Stellner, second by Ald. Miller to give Ordinance 1321-2007 its first, second and third reading.  On voice vote, motion carried.

 

Item 3 - Any other business that may come up subsequent to this notice.

 

There being no further business to discuss, members moved to item 4.

 

Item 4 - Closed Session:

To consider a motion to convene in Closed Session under Section 19.85 (1)(c) of the Wisconsin Statutes for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility (Police Department Administration).  If any action is required in Open Session, as the result of the Closed Session, the Committee will reconvene in Open Session to take the necessary action and/or continue on with the printed agenda.

 

Motion by Ald. Stellner, second by Ald. Miller to convene in closed session as is stated on the agenda.  On roll call vote:  Ald. Olson-aye; Ald. Muth –aye; Ald. Miller – aye, Ald. Smith – aye, Ald. Stellner – aye. Motion carries.

 

Ald. Mike Giese joined the meeting in closed session.

 

Motion by Ald. Jim Olson, second by Ald. Tim Miller to reconvene in open session at 7:37am.  On roll call vote:  Smith, aye; Olson, aye; Muth, aye; Giese, aye; Miller, aye; and Stellner, aye.  Motion carried 6-0.

 

Motion by Ald. Clarence Stellner, second by Ald. Robert Muth to appoint Tim Hauser Interim Police Chief as a full-time City employee effective January 1, 2008 with a termination date of 30 days after a new Police Chief is hired.  On voice vote motion carried.

 

Motion by Ald. Tim Miller, second by Ald. Robert Muth to adjourn at 7:38am.  On voice vote motion carried.
